(19 JULY 2002, HONG KONG) Tradelink announced today that
the Dutiable Commodities Permit (DCP) application service
will become fully electronic from 21 July 2002. All the
counters of Customs & Excise Department's Permit Offices
will be closed and operations on receiving paper DCP applications
will cease from the same date.
The electronic DCP application service allows traders to
apply for various types of DCPs electronically including
Duty-paid Permits, Removal Permits, Ships' Stores Permit,
Export Permit and Pass and Vouchers.
The electronic service for DCP is the latest government-related
document that made its way to the wide range of EDI services
introduced jointly by the government and Tradelink since
1997. Other government documents which have already become
fully electronic by this date include Restrained Textiles
Export Licence application, Trade Declaration, Production
Notification and Certificate of Origin.
Using Tradelink's electronic DCP application service, traders
can enjoy faster application processing time, longer service
hours, savings of time and resources, as well as a secure
and trusted environment for conducting online transactions
through the use of digital certificates issued by Digi-Sign.

Since its launch in January 2002, the electronic DCP application
service has been well-received by traders, many of them
have taken advantage of the attractive pricing scheme where
customers can choose from a 3, 5 and 7-year contract for
a fixed charge over the contract period at $13, $11 and
$9 per transaction respectively.
Meanwhile, to assist traders who have not yet adopted the
electronic service for DCP applications, Tradelink has made
available a data processing service for conversion of paper
DCP application into electronic form at selected Tradelink
Service Centres for onward submission to Customs & Excise
