(9 APRIL 2003, HONG KONG) The Government announced that
effective from 11 April 2003, cargo manifests can be lodged
by means of electronic service provided by Tradelink Electronic
Commerce Limited.
With this new electronic cargo manifest (EMAN) service,
air, ocean, river and rail mode carriers can submit cargo
manifests to the Customs and Excise Department, the Census
and Statistics Department, and the Trade and Industry Department
electronically. The launch of EMAN means that carriers will
need to submit their cargo manifests only once to Tradelink,
which will then pass them on to the relevant government
departments. The time and resources spent on preparing paper
manifests and submitting manifest copies in-person to various
government departments will be reduced, making the process
more efficient.
EMAN is the latest government-related document added to
the range of EDI (Electronic Data Interchange) services
introduced jointly by the government and Tradelink since
1997. Other documents that have already become fully electronic
include Restrained Textiles Export Licence application,
Trade Declaration, Production Notification, Certificate
of Origin and Dutiable Commodities Permit.

conducting online transactions through the use of digital

As an incentive to encourage carriers to adopt the new
electronic service, Tradelink is offering three special
long-term packages for ocean, river and rail carriers who
commit to use Tradelink's electronic cargo manifest service
on an exclusive basis. Customers can choose from a 3, 5
and 7-year contract for a fixed charge over the contract
period. Moreover, discounts of up to 70 per cent will also
be offered to carriers submitting ocean/rail cargo manifests
exceeding a certain volume in a month.
