Web Form Declaration Service Guide

i. Functional

Q: Do I need to download any kind of software from the Internet in order to enable Web Form declarations?

A: The advantage of using Web Form Declaration Service is that it requires no special software to be installed, other than a browser. That means customers can readily make declarations anywhere, simply by going to the tradelink-eBiz.com website.

Q: Can I enter Chinese characters in the Web Forms?

A: Yes, the Web Form Declaration Service is available in both English and bilingual versions.

Q: Can I save the records of Web Form declarations in a diskette?

A: Since records of all the completed Web Forms are stored in Tradelink's database and have nothing to do with customers' computer's hard disk or diskettes, neither can these records be saved there.

Q: Which is more convenient to use when comparing declarations by ValuNet Standard on Internet solution and Web Form Declaration Service?

A: The ValuNet Standard on Internet solution is suitable for companies with large volume of trade declarations. As far as Web Form Declaration Service is concerned which is Internet-enabled, customers can save all the completed Web Forms in the computer's hard disk and send them altogether to Tradelink. Web Form Declaration Service caters less frequent declaration lodgment. It is important to note that one company cannot have these two sets of facilities together at one time.

ii. Data Input

Q: If I lodge a number of trade declarations on the Internet, do I need to sign every one of the Web Forms?

A: Yes, signing of every individual Web Form declaration is needed.

Q: When I am lodging electronic declarations, why is the field "Unit of Quantity" not shown for some HS Codes?

A: For some products such as electronic products (HS Code: 85429000), the Government does not request the supply of information like the number and kind of package. In this case, all you need to do is to fill in the field "No. of package" and leave the "Unit & Quantity" blank.

Q: What can I do if I have filled in wrong information for the Arrival/Departure Date of the merchandise or other entry fields which may incur penalty charge?

A: In case of customers have wrongly filled in the Arrival/Departure Date, the system will accept the information that you firstly entered. Then you may need to make the amendment yourself - open and edit the Web Form that contains erroneous information, then re-sign and send it. If the penalty charge has already been levied, you have to request for refund from the government department.

Q: What can I do if I have mistakenly selected the Form Type of the Web Form?

A: The present system does not allow changes to the Form Type once you have made the selection. Therefore, customers have to inform the Government in written form about the changes.

Q: What is Product Code? Is it a must to enter this field when lodging declarations?

A: You can define the Product Codes for merchandises regularly dealt with in the system. However you don't need to key in the Product Code in the Web Forms.

Q: Do I need to insert the signing diskette into the hard disk to enable declaration lodgement?

A: Customers only need to insert the signing diskette once when signing the declaration. You don't need to use the diskette when entering other information.

Q: Can I add more line items when filling in the Web Forms?

A: Customers have to decide and enter the total number of line items needed when starting a new EDI form. After that, you are not allowed to add in more line items, but you can reduce it by leaving the extra line items blank.

Q: How can I search for the country code for a specific country?

A: First go to the Country Name field. For example, if you want to look for a country starting with the letter "F", you can simply type "F*", then "Submit". The system will then display a list of countries starting with the letter "F" and you can easily look for the code for your requested country name.

Q: If the merchandise that I am making declaration worth no money value, what should I enter in the field Total Value?

A: Since the electronic declaration system does not accept money value of merchandise as "0", you have to enter at least "1" dollar in the field.

Q: If I have exactly the same content for different items, can I simply copy the content in one item to the other?

A: Yes, after finished inputting one item, you can always copy the whole item's content to the next item.

iii. Signing

Q: If a person owns "signatory key" diskettes of two companies, can he/she use the same key diskette to sign the declarations of these two companies?

A: Even if a person owns the signatory key diskettes of two companies, he/she has to sign the electronic declarations of those two companies separately.

Q: Can I make a copy of the signing key?

A: Because of security reasons, Tradelink does not recommend customers to make copies of their signing keys.

Q: When I am lodging declarations by Web Forms, can I sign a number of forms all at one time and then send them to Tradelink?

A: You cannot sign and send a number of Web Forms at one time, instead, you have to sign every single Web Form.

Q: Can I copy the signing key in the computer hard disk?

A: You can copy the signing key diskette to the hard disk of your computer terminal. After that, you can easily direct to the designated location in the hard disk every time you are asked to install your signing key. However, we do not recommend customers to do this, also for the signing key password. This the same case as we should always avoid putting down our passwords on our ATM cards.

iv. Send Data

Q: How can I know my declarations have been sent to the Government successfully?

A: You may check the latest status of trade declarations from "Transaction Manager" - a "Sent to Government" message indicates successful lodgment. Furthermore, you may also open your "Inbox" 30 minutes after the lodgment to check whether there are error messages. Alternatively you can do it by clicking at the "Transaction status" icon in the tradelink-eBiz.com website.

Q: Should I always use a special telephone line for Internet declaration?

A: All you need to do when lodging declaration through the Internet is to make sure that you have connected to tradelink-eBiz.com website.

v. Problems

Q: Why can't I view the whole Web Form in the computer screen or a related menu bar?

A: This is because the resolution of your company's computer is not set to 800 X 600.

vi. Error Messages

Q: What does "Signing Error" mean?

A: This refers to the input of an incorrect signing key password. Customers should check whether the input is in upper case or whether the input mode is set as "English Input Mode".

vii. Customers Tips

  • Browsers Version
    We support IE 5.0 or above and Netscape 4.7 or above. For IE browser, please make sure you have installed the full version of IE, which include a full set of Java components. Otherwise, you cannot complete the signing process.

    If you don't have any Java Virtual Machine (JVM) installed with your IE browser, you may download Microsoft JVM version 3805 from the link below. You may wish to update any latest patch/update for the JVM from Microsoft website from time to time.

  • Accept Available Character Sets only
    You are not allowed to input special characters like #, ~, or * in your trade declaration. Please refer to the appendix of Web Form Manual for available character sets.

  • When inputting the Unit Of Quantity, please make sure that the information matches that of the HS (Harmonised System) Code.
    Every HS Code has a matching Unit of Quantity, please check the 2002 HS Code for details. If there is no need to fill in the Unit of Quantity of the HS Code, please be advised to leave the Quantity and Unit of Quantity boxes blank. For details, please refer to Unit of Quantity page in the Web Form Declaration User Guide.

  • Check the status of Trade Declaration
    • After signing the trade declaration, the document will appear in Sent Box with status "Signed and Sent".
    • Remember to check whether Tradelink has successfully processed such document by verifying the document status in the "Transaction Manager".
    • If the document status is "Error Found", you must check the error message in Inbox, make necessary corrections and re-send to Tradelink again until the document status updated as "Sent to Government".

  • Remember your Password for signing key. Please remember the password for your own signing key if you have changed such password by the function of "Your Account" in the Web Form. If you forgot your own assigned password, you have to request Tradelink to generate a new signing key diskette and the cost is HK$50 per diskette.
