Under CEPA, a total 273 Mainland product codes meeting CEPA rules of origin will enjoy zero tariff in the Mainland market starting from 1 January 2004. As far as trade in goods is concerned, manufacturers can apply electronically for a Certificate of Hong Kong Origin (CO) to enjoy zero tariff. The "Pan-PRD Regional Cooperation and Development Forum" was held in Hong Kong on 1 June to strengthen cooperation and enhance overall competitiveness of the Pan-PRD region through closer partnership. Mr Zhang Dejiang, Secretary of the Guangdong Provincial Committee of the CPC, addressed the provincial delegations in a speech with the theme "Prosperity through Partnership".
